maybe the recoil inside the pull start has gone bad and caused the cord to wind back up in a scewed up fashion. you know like rewinding it but not doing it right and crossing it up inside. maybe its fouled up inside. if you open it watch it doesnt spring out like a snake in a can.

Will it turn over with the glowplug removed? If not with the starter cord, can you turn it with the spur gear? I had that problem one day and I had a rock lodged in the running gear. Good luck.

Heck your glow plug might be bad.. If its hard and the engine wont start, try removing the glow plug.. hold engine upside down.. and take it through a few cycles.. pull the stright about 3-4 times.
Put a clean glow plug on, start it with new batteries.. should work.
If glow plug gets fouled with fuel, it will make starting difficult
Put the plug on the ignitor and burn of excess fuel residue in plug
-ram
