Looks like you've got some spyware/adware on your machine.
Download Adaware and let it grid away.
There also may be a way to shut it off. Had something like this before but can't completely remember what I did to get rid of it.

Using google, find and install Mozilla Firefox as your internet browser. Then find Ad Block plus, and download and install it. Then quit using Internet Explorer!!! I don't see pop-ups of any kind, or any other flashing ads or banners any more. It's an incredibly effective combination if you are really serious about eliminating that kind of crap.
