Incidence angles are always measured to the datum plane in my industry as a aircraft fabricator. Angles of incidence referenced between the wing and stab have been titled several things by modelers. Dave Platt explains it as longitudinal dihedral, some call it decalage. I will call Nick in the morning for you and verify where he is measuring it from and report back.

WOW .. THANKS SO MUCH.. PLANE TENDS TO CLIMB WITH SPEED INCREASE.. DOWN THRUST ON TURBINE HELPS THIS..IT LOOKS LIKE "CRUTCH " MAKE WORK AS DATUM.. SHOWS 2DEG. POS ON MAIN WING USING IT..DONT WANT TO HAVE TON OF TRIM ON STAB IF I MISS ALIGN..
