throttle linkage question

Gonna try to explain this best I can
on the linkage near the carb theres a spring and a "nut" if you will, behind the spring (the thing that has the set screw in it) this particular thing has come loose, now my question is where should this be positioned once I tighten it up, once I replace cause it stripped[:@]? now this is right in front of the black arm on the carb arm.....thanks in advance hope its clear, BTW what the term for this particular pc?

Sorry for the dirt, I just got back from the part. Not sure what to call them, maybe collers or bushings? The thing that goes on the rod works to TTTGOTR for short

that helps me a whole whole lot, so in the idle pos the spring should have sum tension thanks.....

yeah you want the spring to return the throttle to closed in the event that the servo looses power. Fail safes are great for when you loose signal, but will not help when power is lost due to a wire coming off or something
