Take out the exhaust nipple fuel line and blow on it. Fuel should come. I personally just push the roto start button for a couple seconds then start it. Is the piston moving up and down?

Look for leaks in the tank, fuel line, etc. What I would do is heat up the engine and put fuel in the carb and quicky put the air filter back on and start it up immediatly after you put the air filter on So fuel is still in the carb and see if it starts. Once you get it runing you should be fine.
