Who paints bodies professionally and marks it RL?

I picked up the David Jun TRF801xt and I was wondering who painted the body? I've seen it before in some rccaraction features in the early 2000's.

If i remember correctly i think that stood for Racers Lane but that was a while ago so i could be wrong.
