I've never found anyone in the states that can do a decend job. Lots of stickers, but no real decals. Someone makes some transfers, but they cost a fortune by the time you pay for artwork, layout, etc.
I use Ralle at Taylormade decals in Germany. Great service, does custom jobs at reasonable prices.

First, I will put the quality of our decals up against any on the market. Second, we do not charge artwork, layout, or setup fees on our dry transfers.
Do a searh on RCUnviverse or RCScaleBuilder and you will find that we have many satisfied customers.</p>

I dont suppose anyone has a way to scale up decals, I can find tons online via images but my jet is 1/7.5 scale I have decal paper i can print on.

In order to resize images without loosing resolution of the image one would have to convert the image to vector format as raster images (jpg/bmp/tif etc) start to loose resolution if enlarged by a multiple of times. For this reason Coreldraw and Photoshop and Illustrator can be used to convert images. If you are subscribed to Jetpower magazine there were a number of articles covering this topic. Here is an example of the Greek Corsair which i am sure you know. The pirate image has been enlarged and then converted to vector format. The latter can be enlarged to any size without any loss in resolution.
