Default scale incedence on the stab

Is positive incidence on the horizonal stab leading edge up or down?
Thought I would quit messing around and ask the pro's!

Barto is correct, however keep in mind the positive stab incidence is in relationship to the wing incidence being zero.

Barto is correct, positive incidence on the stab's leading edge is above the level line, which will cause the airplane's nose to go down. The degrees of incidence either on the wing or on the stab are measured from a center line, which runs horizontally along the length of the fuselage, this line is used as to have a reference point to set wing and stab incidence and also to set down or up thrust on the engine, remember that up (positive) incidence on the stab causes the airplane's nose to go down, but positive or up incidence on the leading edge of the wing causes the nose to go up.

I wish I would have studied stab incidence befor I have to cut it off after covering to make it right. This is what I have learned. Tell me if I am wrong. I am dealing with plans that don't show it. The notes on the plans tell you. Bipe calls for 0 one both wings and +2 on the hor stab.
1, Establish a thrust line.
level the motor mount to the tail. Thats the thrust line. Make jigs.
2, Install the wings. 0 to the thrust line
3, Make the stab incidence with respect to the wing\wings.
