Hello everybody!
I'm wondering how to make a scale instrument panel to my 1/4 scale plane. All meters should have a spigot aroung the glass, that round spigot is guiding the meter to the panel hole (assemled from the back side of the instrument panel). Does anyone have good tips how to make those meters with spigots? Any source for commercial parts?

Check out J-Tec instruments. I believe they are still available through Tower Hobbies. They have printed instrument faces, and formed plastic surrounds.

J-Tec instruments has good instruments, and Hobby Lobby has super-detailed instruments from Europe:

J-tec is OK for stand-off scale, but the HL instruments are top-gun quality.

Cut the holes in the panel, and use rings of brass or aluminum tubing that slightly protrude from the face of the panel.
The JTec's are 'ok', but the ones from Hobby Lobby are top notch if the size is right for your model
