The guys at Tyne are firm believers in solid quality. You do, in this case, get what you pay for. The cost of transport around the world is an unfortunate extra that there's no getting round.

It seems large enough to be worth more than some other models, and certainly looks good. If it's 'worth' that much is up to you.
I also wonder about what a "semi-kit" is. I like the building part, so I'm afraid it wouldn't be worth that $700 to me, which doesn't really mean much. I'm also sure that I've spent about that much for boats that other people wouldn't give that much for. Personal choice.
I know nothing about that particular boat, or the manufacturer, so can't comment about it's/their quality at all, please don't take this that way.

With a full kit, you should get the hull, decks, superstructure and enough fittings to look reasonably convincing along with instructions.
A semi-kit, on the other hand, allows you to buy the hull and a plan, with the superstructure elements and fittings as extras either at the same time or as required. This has advantages for reasonably experienced builders who might well want to start with a hull and build the rest themselves either as plan or as another boat, and/or source the fittings elsewhere.
Tyne models do make quality items, but, like I said before, postage abroad for large heavy items tends to be eye-watering.
