Because the the tanks on many H.B. buggies and truggies had problems with the seams on the tanks . They wouldn`t leak gas when full but soon as the tank was down to the seam or little below it they would lean out and some got so bad they would die out . Many other nitro buggies , truggies , and trucks would sometimes run into these problems . You don`t see it as often these days but it does occasionally happen . Only other thing that would cause this is an air leak in the engine .

try to reduce your pressure line , depending on the engine some will need longer and others will need shorter pressure lines .
Had the same pbs with my car and as soon as i shortened the line with a few inches less the engine performed well throughout the whole tank .I changed to another engine a few weeks ago and i could run with a longer line without issues .
plus the final tune of any engines has to be made with only 1/2 tank to avoid as much as possible the lean end of the tank.

YOur motor will run leaner as the tank gets lower, just the way it is,
Always tune your engine with it 3/4 to 1/2 full, and don't worry about the temps going up a little at the end of the tank.
