It can be a few things, make sure the throttle is closed when you are priming it, Or you might be priming it too much, when you prime the motor with your finger over the exhaust most times you can see the fuel coming through the fuel line. When it gets to the carb stop priming it. Other then that does the motor start? if so how does it run when started?

If it is flooded, remove the fuel from the fuel tank then remove the glow plug and then flip it over and pull the recoil a few times slowly and watch that fuel does not spray all over you. Once it is not loaded with fuel put the glow plug back in then fill back up the fuel tank and do NOT prime it just try to start it by putting the glow ignitor on and pulling it to see if it starts. If it does not want to start check your needles and set them back to factory and then retune.
