I have 6 4 are less than a year old and 2 are over 2 years and they all charge the same way.Between 3 to 5 amps

So is there something wrong with charger if it show .03 amp when it stops charging?Because mine does the same thing also when my batteries are done charging they never read 4200 mah.

I'm having a problem charging my IB 4200 WC Assembled 6 Cell Pack that i bought from boomboom they are only charging up to between 500 and 1700 mah.I have tryed two different chargers a super brain...
