Not likely. A shaking tail at 3 - 4 Hz is highly unlikely to be caused by electronic issues.

Have either of the blades been chipped? The DF4#1 is usually very tolerant of small blade imbalances....

I'm using 1300mAh 15C (7.4V) packs. The heli feels light and responsive with these packs.

It's tempting to chuck in a bigger pack and hope for longer flight times. I tried that with my Dragonfly...

There are several variations available. They vary from AU$175 for the 1#B to AU$299 for the brushless 1#A with CNC head.

I've had a 22E for a bit over a year now and it's pretty decent.... but the 22E is a boat compared to my new 1#A....

Grab a DF4#-1 (http://www.airbornerc.com.au/product_info.php?cPath=1&products_id=474). They're tough as nails.

PZT & PLT change only the servo ranges and zero. I need a way of changing the motor speed.

IMHO 5 point curves aren't worth the trouble. As you said, mechanical slop changes and having to tweak more points up/down to compensate is a waste of time.
