JR makes good micro-servos. They now make micro digitals and some even come with metal gears. I don't know how small you want to go and how much torque you need. But call Horizon Hobby's catalog...

Are you using ppm or pcm? If you are using ppm your servos will glitch with the tx off. There is nothing wrong with your tx. The rx is just receiving junk and making the servos wig out. Besides,...

Does AM really matter?

If you use AM, anyone on the same channel as you, whether it's AM or FM, you will still receive interference. It is still transmitting on the same frequency.

I would call Horizon Product Support, they are good about setup issues like that. Even ask to talk to a man by the name of Dennis Davenport, he is an expert on 8103 setups.
