I suspect this is why they "cancel" the delay below 180 RPM:

The CH ignition does not use a fixed delay as I guessed in my first example....

Here are scans of a couple of the pages I was able to copy from an actual service manual. (Note the revision date on the bottom of one of the pages!)
The scans didn't come out all that great, but...
