The 3600s will be able to hold about 4500mAh. Also, if you intend to race, you want your race packs to be the minimum to complete the race. This will give you lighter weight without giving up the punch. For a race, 3300s would probably work well. Maybe even lower mAh. You only have to go 4 laps, probably 1 or 2 prior to race, for about 6 laps.
3800s yield good competition results. One individual pulled the boat out of the box, stuffed the 3800s in her and came in 2nd. He eyeballed the trims.

yeah well there is 1 bar on a end to end pack but there are like 5 bard on a side bye die pack.
and sure the bar might have a VERY low ristance . but the solder/weld will not.
so that is why i go end to end on every thing

When i get my next set, it'll undoubtedly be the 4200s. They are lighter than the 4500s by 4g and hold about the same mAh.
Although I'm getting really good performance from the 4500s with WOT and at the end of the straights, I think the 4200s (with less internal resistance) will keep batt temps a bit lower with my prop choice.
Go with flat pack, since it will be easier to break the packs down in the future if needed. Use the $.75 option at the bottom of the order page. It's up to you on batt config (flat or standard).

On a boat, I really don't think you'll see a difference b/w flat packs and standard. Most likely just see it in the batt temps. If you're already at 140F with prop X on a "side-by-side" config, then it may not really matter since you're at the temp threshold anyway. I don't think a flat pack config will cause 5F increase. Even if it does, I'm still at the threshold of being over propped anyway.
I don't see it from a performance standpoint going with flat or standard. I see it from a temp standpoint and prop standpoint. I can't go any larger a prop anyway. The motor is still running at the same temps either batt config.
Either config will fit.

Im leaning twards stick pack what do you think? They seem more durable..
Question: When they assemble the stick packs, do they put the black plastic piece on the end? Arround the tip of the two cells? O and what color is the shrink rap?

I don't know. I only have flat pack config. When I purcchased the boat, the recommendation from Tower Tech was flat pack, that's why I got those. Durability I don't think will be an issue.

I have never bent a flat pack. I like to solder side by side because I like to add and subtract batteries from time to time depending on my needs. Also I don't race so the minute amount of resistance eyekandy is talking about doesn't mean anything to me. Even if I were racing a buddy on the pond I don't believe the difference in the side by side or end to end would make a difference.
