HI Randy ..
First of all what type of electric do you have..some use the vehicle ( boat , car etc ) to run down the battery or something else that could flatten the battery

Oh PS depending on the battery make and brand etc.. once the vehicle has run the battery flat it's time to recharge ,,some chargers also have a discharger to cycle the batteries

RE: Discharging a battery
You need to put an intial "form charge" on NiMh packs. To do this, you charge them at a 10/C charge rate ( .42 amps or .5 amp). This should also be done on a regular basis. I charge my NiMh packs at 10?c about once a month. I probably run 15 to 20 cycles through my packs in one month's time.
Additonally, store your NiMh packs with a full charge and repeak them when you get ready to run them.
Personally, I use 3.0 amps as a normal charge rate...
