OK, I know the CG is 30% to 32% from the transom but is it with empty fuel?

your cg% is with all your hardware mounted,empty fuel bag is fine.

I do it with a half tank as most of mine are in front of the motor that way not much changes when the fuel gets low boat doesn't get too flighty etc,

I had to mount the motor quite in front and now the bag is on the right side next to electric box. Is it a very unusual place as balance seems ok?

no should be ok . pictures would help , usually goes bag, motor, radio box on a mono ,would like to see what your working with, hull make ,lenght ,ect. motor and so on.
