Traditionally the turn fin is mounted on the right side sponson transom, assuming your running clockwise.
show us a pic if possible, and let us know which make/size rigger you have, and if you intend to race or just run for fun....</p>

wow i just went and measurd it and i have it at 3.5 inches that may explain why it has a mind of its own and turns way to tight

think like this the boat balances on the cg what ever it may be for the boat its different with all of them, the turn fin is a pivot point when turning if im remembering correctly if its to far forward youll have wide turns to far back youll have super short quick turns or even spin outs and be squirmy which I see you figured out place the Trailing edge forward of the CG a little and tune it from there the 1" may be to far forward but again thats where trial and error come into play you may try and find someone that has a rigger like what ever you have and ask what they run at, that would give you a starting point for yours and make tuning easier
