sullivan makes a wheel pant holder that you can screw or pop rivet into the pant and it simply cinches on the wheel axle. it allows the pant to move on the axle if bumped and does not tear up the pant, best i have used and really works, dubro makes one but it is a bulkier rubber product

I believe the system I described above is the same method. With what I describe you can modify to suit the size of wheel pants. I am sure that both would work fine. Riviting the arm to the pant looks like a little more secure method. I havent had a screw come out yet, I just put a drop of CA in the threads and reset the screw.
