#60 optimal setting for starting to learn 3D

Hi there. My name is Kenneth, I am fairly new to the hobby, and am currently addicted to it. Got myself a #60 back in April, have been upgrading the #60 (actually, totalled a couple of them...) since then. Got the hang of FFF, continuous figure 8s, loops, rolls etc in last couple of weeks. So now I am thinking may be its time to start learning inverted hovering.
I think I set up my #60 fairly well, its now running on a BL motor Hacker's A20-XL, CC Phoenix 35A ESC, GY401 Gyro with a 9254 gyro servo, ParkBEC, and 3 Futaba 3110 servos. Headspeed is around 2800, running in governor mode, pitch is +11 -11 when in idle (tx is a spektrumised JR 2610).
However, I don't know what I have done wrong, the headspeed just seems to bog down a bit, no matter what I try, if I go to full pitch, hence the tail wag a few inches. I don't feel comfortable at all to flip my heli the first time when I know the tail would wag if I need to bail out at full throttle. So I want to know whether there is a known optimal setting for #60? Headspeed, and pitch range? I also found that the headspeed needs to be kept fairly high in order to have a stable tail. Is that normal for #60?
