P-60 won't start

Appears to be consecutive wet starts. Fires up on propane, lots of fire, tries to transition to Kero but won't take hold. See a little Kero dripping out exhaust after shutdown.

Duralite Battery voltage is: 8.30 v @ no load; 7.12 @ .5 amp load; 6.35 @ 1.0 amp load

Is that too low? Looks like it should start @ 7.12 volts?

No, it won't turn on manual and ignition. You get a low volume whistle amd hum, and clicking on the solenoids.

I also noticed that the propane valve makes a clicking sound as it puffs out increments of propane to the turbine. I think my other JetCats do this but I'm not sure. Anyway, I still don't understand...
