My legal sources disagree. The Safety Code excepts certain items:
"Exceptions include Free Flight fuses or devices that burn producing smoke and are securely attached to the model aircraft during flight."
"...or..." is a coordinating conjunction and therefore separates "devices" from the term "Free Flight fuses" which concludes a separate statement. Those devices did not separate from the aircraft, just provided smoke, and thus, as written, they are legal.
However I may be inclined to go cheap and use small bags of white flour.

When I was around 11-12 years old, I lived on 40 acres and one day I was out by a fence post kneeling down, when ZIING by my ear and THUD into the post. It was a .22 long rifle bullet. Just after the thud, I heard a rifle shot just off the property. Probably someone shooting a squirrel or a bird. That never prevented me from doing same until I got old, but for some years I don't do such and I don't like hunters that shoot at squirrels with a 22. [:@]
