This question might sound dumb, lol. But, on the rudder, where would the "counterbalance" point be? I'm doing control throws on a plane and manual says to measure the throw from the counterbalance point on the rudder. The rudder is wider at the base than at the top. My guess would be the bottom point of the rudder...but i'm not positive about that.

The counterbalance is the part that swings to the opposite side of the vert stab when the rudder is deflected. Measure your throws at the top of the vert stab.
Depending on your experience level with effective rudder control, you may find that the recommended rudder throws on some ARF's are fairly conservative. Start there and, if you want, you can increase the throws later.
If you are new, you may find that MOST planes with counterbalanced rudders are above your current skill level. Only you know for sure, be careful and good luck.

counter balance is anything forward of the hinge line. rudder isn't one of those really critical surfaces, set a respective amount of deflection and then use your in flight opinion as to where you need more or less.

Please allow me to add that you should be careful how much Elevator throw you add (I know this is about rudder throw but..) if you are not that experienced in flying. Set it at minimum and gently fly the plane to see how effective it is. Add throw as necessary... make sure you get the CG right!!!!
