Back in the 80's we had two EU-1As. One with a fix stab (blue/yellow) and one with a flying stab (red/white/blue). Both flew great but the one with the flying stab was the best AMA Pattern airplane I ever flew.

Matt's original Arrow plan as well as the MK kit both had adjustable incidence stabs (the MK with its mechanism). However, they weren't full flying stabs proper. The mechanism for incidence adjustment doesn't have to be that different from that of a flying stab. MK and Gator both made incidence mechanisms while Geizendanner and Leo's "Flying Fork" are a flying stab mechanism.

Flying stabs should be statically balanced to keep pitch divergence at bay. Also if the fulcrum is chosen poorly, there may be too much aerodynamic imbalance to overcome even with today's excellent high tork digital servos.
The AC of wing/stab is by definition 25%MAC. Place the fulcrum on or very near the AC projection to the fuse, statically balance the thing and it should work fine
