This may sound dumb, but I think you have the fuel lines on wrong.

You want two lines going to the carb, one line tales the fuel to the carb the other takes the overflow from the carb back to the tank. Push the fuel bulb, that gas that comes out should go back to the tank. The fuel bulb sucks gas through the carb, it doesn't push the fuel to the carb.

You want to fill through a third fuel line. BTW I also use a cluck on both lines going to the carb.

I get about 7100 rpm with a 16x8 prop.

If you converted it to EI that is what you should get too. If you did not convert it to EI I'm not sure what you should expect. I know that you want to advance the timing for more power though. There are a couple of ways to adjust the timing with the mag:

1 Move the pick-up coil about 1/2" clockwise standing in front of the engine.
2 Take the flywheel off, you'll see a slot for a woodruff key. With a dremel tool make another slot about 1/8"to the right of the slot that's there.

Could it be that the Fuel Pump part of the Carb. is not working?

A stiff diaphram is all it takes.

On the carb there is a hole above or below rhe carb throat. If the gasket covers the hole the pump action of the carb wont work. Check the alignment of the gasket.
