Default carb troubles

I tried ti start my RCGF 15 this morning. With the choke on I could see the gas being pumped into the carb. I could then start it but then it would quit. I have the needles almost all of the way out and there was no change. Where do you think it is plugged?

I'd start with the carb screen inside if not using external filter. put the needles back to 1.25 turns out.

i bought a new carburetor and still have the same trouble. I have made sure the pulse hole is clear and all of the gaskets are secure. Is this a normal problem with the RCGF 15?
The new carb is one made for the Poulan chain saw. I got it for $10.
