Default 4* wing question

OK I'm to the point of drilling the on the front of the wing on the four star for the dowel. What's the best way to go about this. I've had problem getting the drill to stay centered. I guess the problem could be that I used some 2000lb strength epoxy and it just too hard to drill. What suggestions do you guys have.

Try starting out with a very small drill bit and increase the size until you get the hole to accept the dowel rod
