Ok, first of all we will need some more information on what car you have, what tires, where your drifting.
Basically, if you have no setup yet, you'll need a stiff rear with no camber. You may want to lock the rear, or even the front. I set the front toe to 0 and the rear to 2 degrees in.
Make sure you have some drift, pvc, or abs tires also, and enough power to keep the angle of the drift through the corners.

in reply to flaming... when i raced my 1:1 toyota we used some toe out to get it more "flickable", ie, it would change direction a whole lot easier but felt a bit unstable at times, wouldnt this work better than toe in at the rear?
or are you heading for a more stable car at speed and turning?

i find that suspension settings dont make too big of a difference, and as long as its set up equally on both sides, it should drift well. as for techniques, don't go full throttle on the straights or before the turn since you need that full throttle punch to initiate the drift, or atleast thats what i do. i find what helps me get in the groove as a warmup i try to throw my car as hard as i can into a drift, and try to overcompensate the oversteer as soon as possible. then work my way to the point where i know when to start counter steering in order to get a good drift started. this should help you get used to the proper point of countersteer. when you're in a drift, you don't always have to have any throttle. you can initiate the drift, counter steer with some throttle, then let go of the throttle and feel out how much throttle you need from there to continue the drift and at what angle you want it at.

I don't know that you can toe-out the rear on any car. I know on the Sprint 2 you get a choice of either 2 or 3 degrees toe-in.
