heres an interesting email I got from paypal today

I would not bother to talk any further with the "buyer". What's the point?

Myself, I never deal with paypal anymore, PERIOD. I had a fellow paypal me money last night ANYWAY, in spite of telling him not to. He's going to have to retreive it, I'm not calling them.
I don't know why people would use paypal for any high ticket item, anyway. Get charged a nice percentage, what for? Go get a cashier's check or money order, and put it in the mail. Express Mail or Fedex if you are in that big of a hurry.

You might be right with high ticket Items,
In my case, its all small amounts which is fine by me. My standoff's are $35.00 plus $8.00 S&H and so are my Fiber Optic extensions.

I can see that. You ought to just protect yourself by taking money out of paypal ASAP. You also ought to look into getting a regular merchant account, which has many advantages, and protects you a whole lot better, as a vendor. Visa will not freeze your entire account when somebody does a chargeback!
As an interesting aside...I used to accept AMEX for my real job, but no more. Somebody did a chargeback, a big one, and AMEX actually wired the money back OUT of my business checking account. We bounced a handful of checks, too. AMEX absolutely knew that the buyer was doing a false chargeback, but THEY were not going to get stuck with the bill. Hence, I have cut up my Amex cards and terminated any relationship with them.
Another Amex horror story, which has relevance, in that you pointed out Paypal's Terms of Service say one thing but Heliboy pointed out that real world experience is quite another...
Many years ago I rented a car with my Amex Gold Card. I used that card specifically because it gives you insurance on rental cards. I waived the rental company's insurance because of this. Naturally, I wrecked the car. Amex refused to pay. In spite of their TOS saying I was covered. Back and forth for about a year. I took them to court. Their lawyer shows up in court with a check for the full amount. They knew they had no case, but they sure TRIED to get out of it. My point being, just because somebody like paypal or amex or whatever says "you are protected" does not really mean all that much.

Krayzc, yes I spoke to the almost buyer & in this case he wanted to overnight a cashiers check, but I took this experience as a sighn to keep my jet & backed out of the deal.
I think its safe to say the best protection you will ever have in this lifetime is COMMON SENSE. Sad , but it is what it is

Recently I purchased an item on RC Univers and paid for it through PayPal. That was on the 4th of Feburary 04. When I checked on My account on PayPal, it said I had a 0 balance. Did PayPal pay the seller already? I haven't received the item yet. If this is the way PayPal handles the money transfers, then I guess I'll just have to stop doing business with PayPal. Anyone else out there have the same problem?

Larry,

You should have gotten an email from paypal as soon as you
paid the person. Confirming payment. You can also go to
your account at paypal and look at past (all) transactions.
And see where the money was taken from.

You can pay by bank transfer or credit card. Either way
the amount you paid is sent right away. Also contact your
seller and ask him when or if it was sent.
