Point taken, but you could potentially put a hole the length of the foam and route a fuel line through the foam with a clunk on the end, simply expand the hole on teh clunk end to allow enough movent...

An easy option is to use fuel cell baffling foam, the same stuff as used in race cars. It comes in blocks of which you can cut up into small pieces and stuff into the tank. They don't take up much...

Sludge is usually caused by water.. i.e. water in the fuel. Similar sympton to when you have a blown head gasket in ya car and ya get sludge happening in ya oil form the water mixing with engine oil...
