It usually takes a few cycles to wake up NiMh batteries when they're new. You should keep getting longer run times as you use them.

It depends on what you mean by out dated. Parts availability should be pretty good for quite some time yet, but there has been alot of buggies that have came out since the introduction of the H-7....
