YS 63 Diaphragm, How do you open regulator assembly?

I think I have to replace the diapraghm, I just don't know how to open the regulator assembly without breaking it.

I searched the forum and found that I needed to pull the head to get to the exhaust valve. I tried to get to the exhaust valve but am held up by the spring retainer clip. How do I pop it off?
