Hi All,
I JUST LEARNED THAT THE INITIAL VOTE ON THE PROPOSAL TO ADOPT THE SPORT JETT FOR 428 WAS OVERWHELMINLY FOR IT. THE VOTE WAS 7 TO 1 FOR. OF THE 11 DISTRICTS 8 VOTED. NOT SURE WHAT THIS SAYS. I JUST ATTENDED A 'CAPS'SPORT JETT EVENT THIS WEEKEND, SAME AS 'SEMPRA'. WE FLEW THE SHORT COURSE AND ALL HAD A GREAT TIME. GOOD FEEDBACK ALL AROUND. A FEW WOULD LIKE TO CONTINUE THE LONG COURSE BUT WE ALWAYS HAVE THAT OPTION . VERY NICE CONTEST AT THE MUNCIE SITE. GOOD JOB TERRY FRAZER. WE HAD A GREAT TIME. GOOD TO SEE SOME RETURN TALENT, JOE RUH ,DAVE ELLIS AND CHAGO.
DON'T FORGET THE 'MOON SHOT' IN TWO WEEKS JUNE 456 IN CINCINNATI. MORE LATER. GO TO WWW.CAPSRACING.COM TO REGISTER, OR JUST TO SEE WHO IS COMING.

proposal number 7, it's buried in there.
The proposal is to have an approved engine list and a committee to decide who gets on that list. Buried in the text in the tail end of the rules proposal is the comment:
It is intended that the Sport Jett engine priced under $261 with standard backplate option will be the initial engine on the engine list.
This, however, doesn't preclude the aforementioned committee from turning into an "engine of the week" committee. I'd rather see a spec engine - or a single engine.
424 racing has pretty much been a single engine class (I believe the TTpro .40 is the only engine on the "approved" list) - and I'd like to see 428 go the same route. It's nice not having to re-invest in engines every time something new comes along.

Number 7 didn't open for me the first time. But now I see it.
So three years in the wilderness thanks to the LS to obsolete all the existing engines, can't upgrade SS Nelsons, then dropped production of the LS to leave everyone hanging, but wait you can spend a ton of money to covert a SS to LS. Little wonder the numbers of contestants dropped (as shown in the graphs in Proposal #7).
However, the engine needs to be a spec engine with critical dimensions froze for at least 5 years to avoid a repeat of this in the future. This 5 year period should restart the clock at each rule cycle. Any other manufacturers getting into the production of a pylon engine should make everything interchangeable with the Jett Sport, or not be allowed to compete.
The following parts should be covered by a interchangeable requirement:
Head
Piston
Sleeve
Rod
Wrist pin
Crankshaft
Case
Timing of sleeve and crankshaft should be fixed.
Tuned muffler system - zero boost compared to Jett at ground rpm and at 3000 above ground rpm with clipped prop.

The rules set forth by SEMPRA and CAPS are the same as the proposal RCR 11 7 with the exception of the use of a venturi instead of carb. At this point SEMPRA requires a carb. I would expect this to change by the end of the year. I think now is the time for cross proposals and then interem vote with the final vote at the end of August. Then it will be done.

I saw the Sport Jett class run the short course in Julian NC several weeks ago.... I already thought the proposed 428 rules direction was the correct direction for the future... after watching the planes run and fly I am absolutely convinced it is. Will these rules will be in effect next year or 2012?
Out of curiosity - any thoughts on de-tuning existing SS nelsons to Sport Jett Specs? I have no problem leaving my old un-converted SS nelsons on display as I re-engine with Jett. I also agree that the engine specs should be frozen to prevent any more fiascos with the LS.

They would go into effect in 2011.
there has been ongoing talk about de-tuning the existing Nelsons, one of the proposals was just that RCP 11-6 which failed the initial vote 4 yes 4 no
With the overwhelming vote towards the Jett, I would think that would be the logical first step, testing de-tuned nelsons going forward would make sense, but it would not happen in this rules cycle.
