I know the people that developed the flight control system on the C-117.
It is fool-proof, but not damn fool-proof, as they have commented on this incident.
It is similar to the B-52 crash.

Wing incidence... if the most forward part of the leading edge and the trailing edge are at zero relative to a fuselage reference line, or the mid-line of the horizontal, then you have zero...

For straight tapered wings such as this, the mean aerodynamic chord will be at half the semi-span.
Locate the 30% point on this m.a.c., and project that to the fuselage for the balancing c.g.

The GP 40 sized J-3 flies like a J-3 with an VT .21 4-stroke. :)
It needed the OS 26 4-stroke to handle the GP floats.
And it flies nicely with an AXI 2820/10.

Navy spent a bundle getting it in service, and then wasted it using it as a tanker.

The ground angle on the J-3 is a bit steep.
This causes the ground loops on takeoffs.
Lengthening the tail wheel strut helps.
Moving the main gear forward a bit also helps.

Wing loading is usually AUW and all the wing area.
16 oz per sq. ft. is a somewhat heavy loading, but still reasonable.
Looking at your figures and desires, I'd say your airplane is too small.

You're putting a major control surface at the end of the wing.
What keeps it on?
Where will the actuating servos be?
How will they pivot the surface?
Will the lift/drag loads jam the pivot?
