Your Hanger 9 pump is sticking because the small screw in the side of the pump is too tight. You will have to peel back the Hanger 9 label to find the screw, just back off the screw enough to allow...

It sounds like your low end is still too rich, with the low needle 4 turns out you have probably run out of adjustment at this point. Try turning the regulator screw in, this will lean both needles...

Make sure that the lifters that sit on top of the cam lobes have not droped down and are blocking the cam or gear and preventing removal.
